Will AI Replace Outsourcing in Software Development for US Businesses?

You run a US business that pays an offshore team to build and maintain your software. Every week someone forwards you a demo of an AI coding agent building an app from a prompt, and a board member has asked the obvious question: why are we still paying a development partner if AI can write the code? You want a straight answer before you cancel a contract or sign a new one.

Here it is. AI is not replacing software outsourcing for most US businesses. It is changing what you should pay an outsourcing partner for. Routine coding gets cheaper and faster; specification, architecture, review, integration, security and long-term ownership become the valuable part. Businesses that treat AI as a reason to fire their developers usually discover they still need someone accountable for the code.

What the evidence says about AI and developer productivity

The hype and the data are further apart than most demos suggest.

In a randomised study published in July 2025, the research group METR found that 16 experienced open-source developers took 19% longer to complete tasks on their own large codebases when allowed to use early-2025 AI tools. The developers had expected a 24% speed-up, and even afterwards believed they had been sped up by 20%. METR was careful to say the result may not generalise to other developers, codebases or later tools.

METR’s February 2026 update is also instructive. When it tried to repeat the experiment, many developers declined to work without AI, and 30% to 50% said they were choosing not to submit some tasks because they did not want to do them without AI. METR concluded its new data was weak evidence and that the true speed-up for those selected-out developers and tasks could be much higher.

Developer surveys point the same way: heavy use, limited trust. In Stack Overflow’s 2025 Developer Survey, 84% of respondents were using or planning to use AI tools, but more respondents distrusted the accuracy of AI output (46%) than trusted it (33%). The most common frustration, cited by 66%, was AI solutions that are almost right, but not quite.

Put together: AI clearly speeds up some work, is getting better quickly, and still produces output that needs a skilled person to check. That is not the profile of a technology that removes the need for developers. It is the profile of one that changes what developers spend their time on.

What AI changes in an outsourcing relationship

Work that is getting cheaper:

  • Boilerplate code, CRUD screens and standard integrations
  • Unit tests and test data
  • Code migrations and upgrades with clear rules
  • Documentation and code comments
  • First drafts of scripts, queries and prototypes

Work that is becoming more valuable:

  • Turning a vague business need into a clear specification
  • Architecture decisions that are expensive to reverse
  • Reviewing AI-generated code for security, performance and correctness
  • Integrating with messy real systems and data
  • Owning production: monitoring, incidents, on-call and fixes
  • Domain knowledge of your business, customers and regulations

If your current partner mainly sells hours of the first list, you should expect lower costs or more output. If they provide the second, AI makes them more productive, not unnecessary.

Where “we’ll just use AI” goes wrong

Consider a hypothetical 50-person logistics company that ends its development contract and asks an operations manager to maintain the customer portal using an AI coding tool. The first few changes go well. Then a carrier changes its API, a security patch breaks the login flow, and a customer reports that invoices show the wrong totals. Nobody in the business can read the code well enough to know whether the AI’s proposed fix is right. The company re-hires a developer, now in a hurry, to untangle changes nobody fully understands.

The problem was not the AI. It was removing the person accountable for judging its output.

Legal and security questions to settle

Ownership of AI-assisted code. The US Copyright Office concluded in January 2025 that AI outputs can be protected by copyright only where a human author has determined sufficient expressive elements, while using AI to assist in creating a work does not bar protection. For business software, that makes it worth checking your contract’s IP assignment and asking your partner how much of the delivered work is human-authored and reviewed. Take legal advice for anything commercially critical.

Your code and data going into AI tools. Ask which AI tools your partner uses, whether your source code or customer data is sent to them, and whether those tools retain or train on it. Enterprise tiers of most major coding tools offer different data terms from free versions.

Open-source licence contamination. Ask how the partner checks AI-suggested code for copied open-source snippets with incompatible licences.

How to renegotiate with an outsourcing partner in the AI era

  1. Ask how they use AI today, and what productivity change they have measured on their own projects, not in marketing claims.
  2. Move away from pure hourly billing for routine work toward fixed-scope or outcome-based pricing, so efficiency gains are shared.
  3. Keep paying for senior judgment: architecture, code review, security and production ownership.
  4. Require a review standard for AI-generated code, including tests and security checks before merge.
  5. Update the contract for IP assignment, AI tool usage, data handling and open-source compliance.
  6. Measure outcomes: lead time for changes, defect rates, incidents and cost per feature, not hours logged.

So will AI replace outsourcing?

For low-skill, hours-based coding shops, it is already shrinking the value of what they sell. For partners that bring engineering judgment, domain knowledge and accountability for running systems, it is a productivity tool that makes them better value. The question for a US business is not “AI or outsourcing,” but which parts of your software work still need an accountable human team, and whether your current partner is set up to deliver those parts with AI rather than despite it.
